But six weeks later, Keith Manning, Thomas’ law-enforcement liaison, issued a memo to the Arizona Department of Public Safety detailing what steps officers needed to take to ensure successful prosecution of drivers caught criminally speeding – typically 20 mph over the posted speed limit – with the photo-enforcement system.”
